This theory assumes mankind will have the technology to be able to record the events of the whole universe. This theory means that it is possible to create a machine that can record the variables of time and space. This machine would allow the user to go back in time or forward to recorded events. Access to unrecorded events would not be possible due to how this theory works.
An example, a man wants to go back in time to place bets on a horse that has just come first in a recent race. The time traveller uses the device to go back in time places the bet and depending on how the devices works returns to his time or just waits it out. Should the person meet himself however it is unknown what would happen? It could induce and would likely cause a paradox. If they one met ones self in a universe that does not support branching time lines it would cause some problems. The time one has spent talking to ones earlier self has created a problem because it may delay the earlier self from travelling. Also the lack of memory of meeting ones earlier self is also hard to explain. Without connecting onto the first theory TTTP1 everything is set it is hard to understand how this would work. One way it could be explained is that the memories are instantly created in ones own mind. They then remember meeting themselves and time is slightly changed.
Hawking’s theory of no tourists from the future is valid here because no such device exists yet. But how the world could exist with a device like this is unknown. It is unlikely to be allowed to be used for tourists due to the amount of paradoxes it could and would cause.
There are two possibilities on how the device would work. One would be it just records time and one can view it. Or one would be as talked above a way to an earlier re-enter time. It may be possible or may not be but the truth is it could well be the end of the universe if it is. If this is a simulated world it could lead to accessing the real world and be using some power from it. Think about this for a second if this is a simulated world and all the actions are recordable then if somehow mankind or even aliens managed to access the record button and the play button it could work. It may not even be known it is a simulated world at that point science is after all best guessed.
